What libvine Adds
- overlay network identity checks
- virtual prefix advertisement semantics
- membership policy
- route ownership updates specific to overlay forwarding
libvine control messages should be small, versioned, and designed to travel through libmesh signaling and setup flows rather than bypassing them.
